Master first, then adapt
The professional workflow is to create and approve ONE master graphic first, then adapt it to every other size you need. The adaptation keeps every element - the character, the exact wording, the colors, the icons - pixel-faithful, and only reflows the layout for the new canvas. Nothing is redrawn from a text description twice.

Flipping orientation is the one case worth watching closely - adapting a landscape master into a tall portrait (or the reverse) forces a real layout change, not just a crop. If the reflowed version looks cramped, it is often faster to generate a fresh master in that orientation than to force the adaptation.
